D2E: Technology Procurement

This 3-hour session is part of the Data and Digital Economy Law Series. It looks at procurement methods such as tenders, request for proposals and MOUs, public sector procurement, and the various parties involved and their divergent interests. The session also tackles vendor risk management and other key contractual issues including those that arise from cross-border transactions, default and defective performance, and warranties, negligence and product liability.

Mr Tan Wee Meng 

Head of Head of Telecommunications & Partner in the Energy, Infrastructure & Projects Practice,

A seasoned practitioner with more than 20 years of experience, Wee Meng’s practice focuses on key clients in the media and telecommunications, energy and infrastructure industries as well as government and PPP projects. He is Head of Telecommunications and a Partner in the Energy, Infrastructure and Projects Practice, and works on projects throughout the region.

Mr Michael Tan 

Director, Head of Legal, Google Cloud APAC 

 

Michael Tan leads the APAC Cloud legal team and is part of Google’s APAC Legal Management team. Before his current role he also led Google’s commercial legal team for SEA and South Asia. During his time at Google, he’s worked on some of Google’s most complex and important commercial deals across the breadth of Google’s products, including Advertising, Android, Payments, Search, Maps and Enterprise. 

Mike has over 20 years of legal experience, and has been working in the Tech industry for the majority of that time. Before joining Google in 2008, he was with Yahoo!, which he joined in 2006 after cutting his teeth in legal roles covering both in house and private practice. 

Mike was a Member of the Legal Technology Cluster of the Singapore Academy of Law where he contributed to the “Singapore Technology Masterplan 2017”, and has spoken on a wide range of topics including from Cloud Computing, Payment systems, and AI regulation.
